Rule 6
Amendment to rule 9 of the original regulation

Instead of rule 9 of the original regulation, the following rule 9 has been placed:- “9. Job description: (1) The job description as per schedule-4 of the civil positions shall be implemented by the concerned secretary, head of department and head of office. A copy of such job description should be sent to the Ministry of General Administration.

(2) The job description of the following positions will be approved by the following officials:-
(a) of the Chief Secretary to the Government of Nepal, by the Government of Nepal,
(b) of gazetted special category civil servants, by the Chief Secretary,
(c) Apart from clause (b), civil servants of ministries, secretariats, commissions or other central bodies and heads of departments, concerned secretaries or gazetted special category civil servants,
(d) Of the gazetted civil servants of the offices at the department, region, zone, division, district and ela levels except those mentioned in clauses (b) and (c), the relevant department head,
(e) of the gazetted and unranked posts of the office as per section (d), by the head of the respective office. It should be approved and implemented.

(4) In the description of work according to sub-rule (1), the objective bases for evaluation should also be mentioned and the index base of each work should also be specified.
(5) In relation to whether the work description is implemented, the relevant ministry will monitor the departments under the department, the offices under the department and the Ministry of General Administration will monitor all ministries/secretariats/commissions or central bodies.

(6) Work description according to the Act and this regulation The authority should alert the secretary or head of department or head of office who does not implement it on the recommendation of the Ministry of General Administration. If the work description is not implemented even after warning in that way, the authority will have to take departmental action according to the Act and this regulation.

(7) Index mentioned in the work descriptionBased on the work progress, the supervisor shall evaluate the performance of each civil servant.

(8) Every gazetted civil servant shall make an annual work plan of the work to be done based on the job description of his/her position, within the first quarter of each financial year from the head of office. After being approved, the work should be carried out accordingly. But after the initiation of this rule, for the first time, the civil servants can make such an action plan within the second quarter period.”
